SYRACUSE, UT — A domestic violence incident in the Syracuse area escalated into shots fired, a shelter-in-place order and evacuations from nearby homes, according to Clearfield City Assistant Police Chief Devin Rogers.

Police said officers first responded to reports of a domestic violence situation and then heard comments from the subject that a shootout would happen if police got involved. That warning shaped the response as negotiators worked to bring the incident under control.

The tactical situation eventually ended, but police did not immediately say whether anyone was hurt or how the confrontation was resolved. Officials also had not released the condition of the subject.

Police say the threat began with reports of a domestic dispute

Rogers said the call came in as a domestic violence incident involving a man and his spouse. Police described the man as using a firearm to force the victim to do what he wanted, which raised the stakes before officers arrived.

When officers reached the scene, they were met with the possibility of gunfire and a potentially volatile standoff. Rogers said the subject made statements suggesting that police involvement would lead to a shootout, prompting officers to move quickly to protect the area.

That kind of warning is one reason law enforcement often treats domestic violence calls with extra caution. In this case, officers shifted from a standard response to a tactical negotiation as the situation unfolded.

Six to 10 homes cleared as officers locked down the Syracuse area

Police issued a shelter-in-place order in Syracuse while also asking residents in six to 10 homes to evacuate. The steps were taken as officers tried to control the scene and limit danger to nearby residents.

The evacuation zone was not described in exact detail, but officials said the homes were close enough to the incident that residents had to leave. The shelter-in-place order added another layer of caution for people who remained nearby.

Incident started near 2500 South and 100 East before moving to Syracuse

Police said the event began in the area of 2500 South and 100 East in Clearfield before officers located the man in Syracuse. That movement across jurisdictions added to the complexity of the response.

Clearfield City police were the ones speaking publicly about the case, even as the situation played out in Syracuse. The handoff between locations appears to have happened during the broader response to the domestic violence report.
