NORTH PLATTE, NE — A former North Platte police investigator is now facing federal charges tied to child sexual abuse material after a judge found probable cause to move the case ahead. John T. Deal, 46, appeared Tuesday in U.S. District Court for the District of Nebraska in North Platte.
After the hearing, U.S. Magistrate Judge Jacqueline M. DeLuca ordered Deal remanded to the custody of the U.S. Marshals Service. Court records say the judge raised concerns about whether he would appear for future proceedings and the risk he could pose to the public.
The criminal complaint was unsealed Tuesday, and it alleges investigators found illegal material on electronic devices linked to Deal after searching his North Platte home.
Search and seizure
According to the complaint, FBI agents executed a search warrant at Deal’s residence on Aug. 4. Investigators reportedly took a computer tower, a tablet and a cell phone during that search.
The filing says evidence on those devices showed online activity through TOR, short for The Onion Router, a system that can make internet browsing harder to trace. Investigators also reportedly identified dozens of TOR addresses tied to child sexual abuse material.
The complaint further says some websites connected to the investigation had previously been shut down after action involving the National Center for Missing and Exploited Children. Agents are still reviewing the computer evidence, including material they say was found on the desktop tower.
How the case started
The investigation reportedly began after the National Center for Missing and Exploited Children received a CyberTip tied to a financial transaction. The complaint says investigators then identified transactions linked to an account associated with Deal, including one involving cryptocurrency.
Federal prosecutors say the charges include receipt of child sexual abuse material, access with intent to view child sexual abuse material, and possession of child sexual abuse material. Those allegations have not been proven in court.
Court filings say investigators found 82 files on the desktop computer that they identified as child sexual abuse material. Deal is presumed innocent unless and until he is convicted.
Deal's police background
Deal’s law-enforcement career is central to the case. He spent about 21 years with the North Platte Police Department and worked investigations involving crimes against children. The complaint says he was assigned to Nebraska’s Internet Crimes Against Children task force and started investigating child sexual abuse cases in 2022 while working with Homeland Security Investigations.
A U.S. Department of Justice report had previously identified him as a North Platte police detective assigned to the Cooperative Operation for Drug Enforcement, or CODE, task force. The complaint also says investigators found evidence suggesting some files had been downloaded to a personal device years before he joined the child-exploitation task force.
Deal is no longer employed by the North Platte Police Department.
Early federal stage
The case is still in its early stages, and the complaint is only the start of the federal process. A criminal complaint is not a finding of guilt, and the allegations still must be tested in court.
Federal court records show the case is United States v. John Deal, 4:26-mj-03123-JMD-1, with Judge DeLuca presiding. The North Platte Post said it is continuing to seek the underlying federal court documents and more information as the case develops.
For now, the only confirmed facts are the charges, the detention order, and the unsealed allegations in the complaint.
