JOLIET, IL — A former Joliet police lieutenant is facing felony charges after Illinois State Police said he misused the city’s Flock camera system for personal gain. Jeremy Harrison, 50, of Plainfield, was charged Wednesday after a grand jury in Will County approved counts of computer tampering and official misconduct.

Both charges are Class 3 felonies. State police said the case grew out of allegations that surfaced in October 2025 and triggered an investigation by the Illinois State Police Division of Criminal Investigation Zone 1.

Authorities did not say what personal benefit Harrison allegedly sought, and no first court date had been announced.

How the Flock investigation began

Illinois State Police said the Joliet City Inspector General asked for the inquiry after an allegation was made that Harrison was using Flock for his own benefit while he was still a police lieutenant. Flock systems are used by law enforcement agencies to monitor vehicles and support investigations through camera data.

The complaint led investigators with the state police criminal division to examine the allegations and present their findings to a Will County grand jury. That grand jury then approved the felony charges filed this week.

State police did not release additional facts about the conduct that led to the criminal case. They also did not say when Harrison left the Joliet Police Department.

Two felony counts carry Class 3 status

The charges against Harrison are computer tampering and official misconduct, both filed as Class 3 felonies under Illinois law. In broad terms, those counts signal allegations that a public employee accessed or used technology in an improper way and acted outside the duties of the office.

Illinois State Police did not outline the exact acts that support either count. The agency also did not say whether any city records, camera footage, or user logs were part of the case.

What is clear is that the allegations were serious enough to move beyond an internal review and into a grand jury process in Will County.

No word yet on Harrison’s next court appearance

Officials said Harrison’s first court date was not known Wednesday. That leaves several immediate questions unanswered, including how he will respond to the charges and whether he has retained an attorney.

Illinois State Police also did not provide a public timeline for the next step in the prosecution. For now, the case sits at the start of the criminal court process after the grand jury vote.

The lack of a scheduled court date means there is no public hearing yet where evidence or defense arguments could be aired.

Earlier complaints had already put Joliet officers under scrutiny

The Harrison case comes as Joliet law enforcement is already dealing with separate allegations tied to the same camera technology. In early September, two other Joliet police officers were placed under investigation over different claims involving misuse of Flock technology.

Those officers were put on administrative leave, and their case was referred to both the City of Joliet Inspector General and Illinois State Police. The new Harrison charges show that questions around access to the city’s surveillance tools have not been limited to one employee.

Officials have not said whether the investigations are connected or whether any of the cases overlap in facts.

What remains unanswered about the criminal case

At this point, the public record is thin. State police have not described the alleged misuse in detail, identified any specific dates tied to the conduct, or explained how the personal-benefit allegation was discovered.

They also have not said whether Harrison’s employment status changed before or after the criminal investigation began. With no first court date announced, the case has not yet moved into open court where more details are likely to emerge.

For Joliet, the charges add another layer to an already sensitive issue involving police access to technology used for surveillance and investigative work.
