Judge Keeps Convicted Child Abuser Joseph Lynch Jailed as Prince George’s County Murder Case in 1993 Burdynski Disappearance Moves Forward

PRINCE GEORGE'S COUNTY, MD — A judge has ordered Joseph Lynch to remain in custody as Prince George’s County prosecutors and detectives press ahead in the 1993 disappearance and killing of George “Junior” Burdynski. Lynch, 61, appeared in court for the first time in the case on Friday, and the court denied bond.

The new charges add another layer to an already long-running criminal history. Lynch was arrested Thursday, but he had already been locked up since May on unrelated sex abuse and arson allegations. Investigators now say evidence gathered in the reopened cold case links him to the boy’s death and to a broader pattern of abuse involving other victims.

Cold case detectives reopened the 1993 disappearance and found a key witness

Prince George’s County Police Department cold case detectives went back through the Burdynski investigation by reinterviewing people connected to the case. That work eventually led them to a man now 46 years old who had not previously been identified as a victim of Lynch.

According to police, that man told detectives he killed Burdynski during a forced sexual assault while Lynch was present. Police said the witness had been abused by Lynch for more than four years and was 13 years old at the time of the killing. Investigators say his account became central to the new charges.

Police Chief George Nader said the witness described a violent encounter that left the child critically injured before his body was removed from the home and disposed of. Detectives say the statement helped connect events that had remained unresolved for decades.

Police say Lynch lived blocks from the child and ran a sex ring with two other men

Investigators said Lynch was living just a short distance from Burdynski in 1993. During the original investigation, police said Lynch and two other men, Stephen Bruce Leak and James Kowalski, were operating a child sex ring in the area.

All three men were convicted in that earlier case, police said. At the time, Burdynski was treated as a missing person, and his disappearance remained one of the unresolved pieces of the broader abuse investigation.

That local connection is part of why detectives kept revisiting the case. The new review of witnesses and old evidence, police said, helped them build a more detailed timeline around what happened to the boy after the abuse at Lynch’s residence.

Charging papers describe a body wrapped in carpet and tarp

Charging documents say Lynch allegedly rolled Burdynski’s body inside a carpet before it was wrapped in a tarp and taken away from his home. Investigators did not say exactly where the body ended up, only that it was somewhere in Prince George’s County.

Police have not laid out every step of the sequence publicly, but they say the witness account and surrounding evidence support the murder and rape allegations now filed against Lynch. The case remains focused on what happened after the assault and how the body was moved from the house.

The details in the charging paperwork show how prosecutors are trying to turn a decades-old missing-person case into a homicide case with specific allegations of participation, concealment and abuse.

The 46-year-old witness is not charged because he was 13 in 1993

The man who admitted to killing Burdynski is not currently facing charges, according to people familiar with the case. Under Maryland law, detectives said, he cannot be charged for what happened because he was 13 years old at the time.

Police said he is cooperating fully now. That cooperation appears to be a major reason the cold case has advanced after so many years, giving investigators a first-hand account from someone tied directly to the abuse environment described by police.

The man’s age also places the case in a difficult legal and factual setting: investigators are treating him as a witness to Lynch’s conduct and as a victim of years of abuse, while also relying on his account of the killing itself.

Detectives say more victims may still come forward

Prince George’s County detectives believe Lynch sexually assaulted other victims beyond the people already identified. They are asking anyone with information about Lynch or possible victims to contact police at 301-772-4930.

For investigators, the current case is about more than one homicide filing. It is also about the possibility that additional survivors or witnesses could help fill gaps in a case that has stretched across more than three decades.

With Lynch now held without bond, prosecutors have secured their immediate goal in court. The larger effort, though, remains ongoing: determining the full scope of the abuse ring, identifying other victims and establishing exactly how Burdynski was killed and moved from the residence.
